Offered 90% instead of 100% to cover the damage :(

I had an accident about 10 days in Illinois, Chicago ago and the party got a ticket and admitted it was their fault. Today I got a call from their Liberty Mutual Insurance and I was offered to cover the damage for the amount of 90%. The damage to the car is approximately $3500. In reality they should cover 100% of the damage but they don’t want to. Any tips how to get from the insurance 100% to cover the damage?

Yeah talk to a lawyer or file an action in small claims court. That will change their tune.
